How it works
Individuals employed by Labuan-licensed trading companies pay a flat 3% income tax on employment income (or elect RM 20,000 fixed tax) instead of the standard progressive rates reaching 33%. Labuan is a federal territory off Borneo operating under the Labuan Business Activity Tax Act 1990. The regime covers executives, managers, and professionals in Labuan-registered financial, insurance, fund management, and trading entities. Non-trading Labuan companies (holding, investment) do not qualify. The 3% flat rate makes Labuan one of Southeast Asia's most efficient employment tax jurisdictions for high earners.
Who qualifies?
Employees of Labuan-licensed trading entities; not available for pure holding or non-trading Labuan structures.
